Original Airdate - November 19th, 1994

Several Arkham inmates lodge complaints against Lyle Bolton, the Asylum's sadistic new chief of security. When Bolton is fired, he vows revenge on societies' true lunatics, the officials whose policies have turned Gotham City into a haven for crime. Taking on the new identity of master jailer Lock-Up, Bolton kidnaps several prominent Gothamites and locks them away on an abandoned prison ship. It's up to Batman and Robin to confront Lock-Up and battle him for the lives of those he's wrongfully imprisoned.

BATMAN, ROBIN AND SCARECROW LOOK AT THE END OF THE HALL WHERE LYLE BOLTON'S HULKING BODY STANDS IN THE SHADOWS.
BOLTON: I'll take it from here, Batman. Lyle Bolton, Chief of security. Congratulations, Professor Crane. You're the first inmate to escape Arkham under my charge.
HE GRABS SCARECROW BY THE COLLAR AND LIFTS HIM UP. SCARECROW WHIMPERS.
BOLTON: You're also the last.
BATMAN AND ROBIN ARE SHOCKED.
BOLTON: I won't let you and the people of Gotham City down again, Batman. Heh heh.
SCARECROW LOOKS AT BATMAN AND ROBIN ONE LAST TIME BEFORE HE'S DRAGGED BY BOLTON AWAY.

BARTHOLOMEW: Ms. Quinn? Do you have any complaints against Mr. Bolton.
SHE LOOKS AT BOLTON WHO SNEERS BACK AT HER.
HARLEY (cautious): I got nothin' to say.
BARTHOLOMEW: But surely you must have something you wish to--
HARLEY: You got a hearing problem, or something? NO! NADA! IXNAY! ZERO! ZILCH! BUPKE! NOTHING! OKAY?
BARTHOLOMEW: It's all right. I promise, you can speak freely here.
VENTRILOQUIST AND SCARFACE LOOK TOWARDS BOLTON WHO SNEERS AGAIN. THEY BOTH GULP HARD.
VENTRILOQUIST: Mr. Bolton. . . he's a--
SCARFACE: A hard worker. A real stand-up guy. No complaints here chief.
BARTHOLOMEW: Professor Crane, you've been sitting here for ten minutes. Don't you have anything to say?
CRANE: No, sir.
BRUCE LOOKS INQUISITIVELY AT CRANE:
BOLTON: And yet yours was the loudest voice of protests. You must have some misgivings about my methods.
BRUCE THINKS.
SCARECROW: It seems I was mistaken.
BRUCE: Well, then. Based on today's testimony, I propose extending Mr. Bolton's contract for an additional eighteen months.
THE VILLAINS GASP.
VENTRILOQUIST: No, you can't! You don't know what he's doing to us!
SCARFACE: Shaddup! Don't listen to jerk-face here! He don't know what he's saying!
HARLEY: No! It's all true! If we don't speak up now we'll never get another chance! He threatens us! Takes away our privileges, even when we're good!
BOLTON: We've heard enough of this nonsense.
CRANE: He says scum like us must be kept in line; that's why he chains us down at night and electrifies our doors!
SCARFACE: He held me over a can filled with termites! Ya hear me? Termites!
HARLEY: He's an animal!
VENTRILOQUIST: A monster!
CRANE: Keep him away!
BOLTON: Shut up! All of you!
BOLTON IS RESTRAINED BUT HE ATTACKS THE GUARDS AND GETS AWAY. BRUCE KNOCKS OVER A CHAIR AND BOLTON TRIPS OVER IT. HE IS RESTRAINED AGAIN.
BOLTON: You're all scum! You should be beaten within an inch of you misbegotten lives!
BARTHOLOMEW: I've seen enough! Lyle Bolton, you're dismissed!
BOLTON: Before I came here, Arkham was a revolving door of every maniac in Gotham. I kept them in. Me! Now I realize I was wrong to punish THOSE PATHETIC MISCREANTS! THEY'RE ONLY SYMPTOMS! YOU'RE THE CAUSE! THE GUTLESS POLICE, MINDLESS BUREAUCRATS, AND CODLING DOCTORS! YOU SHOULD ALL BE LOCKED UP IN A CAGE WITHOUT A KEY!

BULLOCK: Just what this town needs, another psycho in a Halloween costume.

ROBIN: Another fine villain made possible by a grant from the Wayne Foundation.
BATMAN GLARES OVER HIS SHOULDER.
ROBIN: Only kidding.

BATMAN RUNS AFTER LOCK-UP'S TRUCK. HE THEN HEADS TO THE BATMOBILE, BUT CAN'T USE IT DUE TO A BOOT ON THE WHEEL.
ROBIN: Forget to pay a parking ticket?

LOCK-UP: I was working with you, Batman! You apprehend the scum of the Earth and I kept them locked away!
BATMAN: I've seen how you treat your prisoners. Forgotten and scared. Without hope or compassion.
LOCK-UP: Can it be you actually care for those creatures? You're just as crazy as they are! We could have rid Gotham of the fools in City Hall and the Police Department! We could have made our own order!
BATMAN: I was born to fight your brand of order.

HARLEY: Hey, look guys! The big shot's back!
EVERYONE IN ARKHAM IS LAUGHING SCREAMING AND TORMENTING BOLTON.
CRANE: Now you shall learn new lessons in fear!
BOLTON IS LOCKED IN HIS CELL.
BOLTON: They thought they could trap me in a world with lunatics, but I showed them! Now I can keep an eye on everyone. They'll never slip past me again. . .


Review: A brilliant idea for a one-time villain. The whole idea of a twisted jailer was great for the rogues gallery of Batman. The best scene in this episode, maybe one of the best in the series (transcript above) is when Harley Quinn, Ventriloquist, Scarface and Scarecrow cannot confess to the actions of Bolton until Bruce decides to give Bolton a longer term in Arkham as their jailer. That's when the villains go nuts and protest. The best part is Bolton's ranting at the ending of that scene, some of the greatest voice work of the series.

The animation was the standard of Adventures of Batman & Robin. Before the commercial though, Lock-Up's mark was covering his mouth and it could not be visible. After the break though, it changes to show Bolton's mouth in black. As to why the mask changed, who knows, but the latter of the two looked more grimacing and evil.
